Prevention in health: a necessary task” is to try to define central and highlight the importance and necessity of implementing prevention practices in health institutions themselves, within themselves and with the same staff , work to date has not been prioritized. After several trying to develop concepts such as healthy institution, institutional indicators of poor health and prevention institutions, and responses to what prevention in health institutions, why and how, is to systematize a number of ideas initial approach of this new field of work that constitutes a challenge for multidisciplinary work in the area of health.
Introduction
Health policies in recent years have granted some special value to prevention practices, defined in terms of necessary changes in life styles, modes and models of social functioning and, therefore, also institutional. It is hard to think without thinking about preventing essential changes in structure, but mainly on changes in our ways of thinking, starting our theoretical models, our epistemologies, philosophies and even belief systems as deeply rooted. Prevention is defined as protection against risks, environmental threats, which means, inevitably, the joint action of the health institutions, communities and people that comprise the institutions (Calvino M, 1996) .

The modern world and its development in all fields has
evolved rapidly since the late nineteenth century, during which time many habits, customs and scientific aids were introduced into the bosom of society and family, but also some vices like smoking has remained through the centuries to affect health, considerably in the world.

The emergence and development of diseases related to the biopsychosocial profile of the individual, social and economic structure to which they belong, demographic and ecological processes, the dominant lifestyle and type of existing health system.
Along with the twenty-first century, suddenly has a new process, “globalization”, a “new economic order” that modifies the production and trade systems. This process is accompanied by a process of “political globalization” that conditions on countries to regional integration. In many developing countries, unemployment and “new poverty” ended up causing unforeseen changes in social structure, affecting the institutions, families and relationships.

Poverty and disease, as synonymous .The reality of the Century in our country, shows the aging of the population, socio-economic crisis, family fragmentation, which is shaping a new epidemiological profile of the society, changing health indicators, such as malnutrition rate and rates of morbidity and mortality.

Every citizen of Croatian is obliged to report on the compulsory health insurance.
People residing in the Republic of Croatia and aliens with approved permanent residence in the Republic of Croatia, if an international agreement on social insurance provides otherwise, the application made under the compulsory health insurance.
The compulsory health insurance under the provisions of the Act on compulsory health insurance must be provided and foreigners with granted temporary residence in Croatia, based on employment with an employer based in the Republic of Croatia, or on the performance of economic or professional activities in the Republic of Croatia, if the conditions are met according to specific regulations on residence and work of foreigners in the Republic of Croatia and, if an international agreement on social insurance otherwise.
Party which is in Croatia temporary sojourn, with business visas and refugees at the expiration of three months from the date of recognition of the same position, and the health care they are not insured on any other basis, must be provided to health insurance under the provisions of the Law on Health Protection of Foreigners in the Republic of Croatia (Official Gazette No. 114/97)..

Until 29 December 2006. The Ombudsperson for Gender Equality has gained insight into experimental programs of health education for secondary school (final draft), ownership: GROZD Association – Voice of parents for children, and the Forum for Freedom in Education. Ombudsman is evaluated portions of program content that might call into question the constitutional principle of gender equality and point to discrimination on the basis of gender, marital or family status and sexual orientation. Your review has been submitted to the Minister of Science, Education and Sports letter dated 12 February 2007. year.
In his letter to the Ministry of Science, Education and Sports, the Ombudsman stated:
“Gender equality and the constitutional common-law categories. According to the Law on Gender Equality is not only prohibited discrimination based on sex but also explicitly prohibits discrimination based on marital or family status and sexual orientation
